AmCham Position on the Draft Act for amending and supplementing the Health Insurance Act

Position PaperOn March 17, 2014, AmCham submitted to Tanya Andreeva, Minister of Healthcare, Boyko Penkov, Deputy Minister of Healthcare and Chairperson of the Board of the NHIF, and Nigyar Dzhafer, Chairperson of the Healthcare Committee to the 42nd National Assembly, a position on the Draft Act for amending and supplementing the Health Insurance Act (“the Draft Act”).

The Position has been developed by members of the AmCham Healthcare Committee. While appreciating the efforts of the Bulgarian government towards optimizing the operation and improving the control of the healthcare system, the Chamber’s Committee draws the attention of the competent authorities to some of the issues related to the proposed Draft Act. Such issues include  restictions to modern treatment with innovative drugs, as well as limits to patients’ choice of medical centers and respectfully the quality of treatment, which they would receive.

Last but not least, AmCham Healthcare Committee recognizes the need for more prudent spending of public funds and appropriate distribution of the risk of increased budgetary impact among all interested parties which can be achieved only through dialogue and understanding between all parties – institutions, payers, patients, medical community, healthcare providers and industry.
