A Draft Ordinance for the scope and methodology for undertaking regulatory impact assessment (RIA) was published on August 24th, 2016 for public consultation (see the whole dossier here). The draft ordinance is aimed to supplement the provisions of the Law on Normative Acts related to regulatory impact assessment (State Gazette, Issue 34 from May 3, 2016) and to contribute to improving the quality of normative acts falling within the competence of the Council of Ministers.
The proposed draft document defines the scope and methodology for undertaking both, ex-ante and ex-post impact assessment. The ordinance has also provisions regulating the two types of ex-ante assessments – partial and comprehensive ones.
Taking into consideration the importance of the topic and the fact that our organization has been a strong advocate for adopting a comprehensive approach to regulatory impact assessment, AmCham members are invited to share their opinion on the proposed Draft Ordinance for the scope and methodology for undertaking regulatory impact assessment by September 10, 2016 (COB) at [email protected]
