Lockheed Martin commits to Bulgaria to work with the U.S. government to examine potential cost savings during the next stage of the acquisition process. Under the Foreign Military Sale (FMS) construct, letter of offer and acceptance (LOA) pricing is determined by the U.S. government in consultation with the companies and the purchasing government.
