AmCham Bulgaria sent a formal statement today against the voted yesterday by the Parliament of the End Consumers Financial Compensation Act. Such a law was needed, but not in the way that it was adopted at the second hearing in the Plenary Hall on February 19, 2025.
The position says that the proposed measures are anti-Constitutional, anti-market, and create legal precedent with severe legal consequences. It violates several legal principles, such as inviolability of the private property, double sanctions defense, legal certainty, transparency, and freedom of establishment. The texts transfer responsibilities of the state to the private enterprises without any legal ground, which have discriminatory element.
