The American Chamber of Commerce in Bulgaria is pleased to share the AmCham Energy White Paper 2026 “Measures for a Secure, Sustainable and Competitive Energy Sector in Bulgaria”, developed by a dedicated working group within the AmCham Energy and Mineral Resources Committee (EMR). The White Paper sets out key priorities and practical recommendations aimed at strengthening Bulgaria’s economic competitiveness, enhancing energy security, and improving the investment climate.
Following the latest EMR Committee meeting in July 2026, where the final draft was reviewed and discussed, we are pleased to share the document with the wider membership, ensuring that members are familiar with its key messages ahead of its presentation to the relevant institutions.
Strategic Priorities
The AmCham Energy White Paper 2026 was presented as the outcome of a collaborative effort to build consensus around a focused set of practical recommendations aimed at strengthening Bulgaria’s economic competitiveness, enhancing energy security, and improving Bulgaria’s investment climate. The document adopts an integrated approach to the energy sector, viewing its system as a whole and advocating the coordinated development of all key generation technologies and supporting infrastructure.
The AmCham Energy White Paper 2026 is built around several strategic priorities, presenting them as complementary elements of an integrated vision for a secure, competitive and sustainable energy sector:
- Supporting the continued development of nuclear energy as a strategic component of Bulgaria’s energy mix,
- Аccelerating the deployment of onshore wind capacity,
- Modernizing the electricity transmission and distribution networks,
- Establishing market mechanisms that encourage flexibility, energy storage and system security,
- Creating a predictable regulatory and investment framework,
- Streamlining permitting procedures through greater administrative efficiency and digitalization.
Discussion Highlights and Next Steps
During the EMR Committee meeting members exchanged views on a number of broader energy topics, including offshore wind, uranium mining, sustainable aviation fuel (SAF), and the development of energy communities. Members acknowledged that these topics warrant further analysis and, in some cases, a more developed regulatory and market framework.
Looking ahead, members agreed that the AmCham Energy White Paper 2026 should be presented to the relevant institutions as a basis for future policy development and practical reforms, accompanied by a proposal for continued cooperation. AmCham reaffirmed its readiness to support the process by providing detailed analysis and practical solutions underpinning the proposals outlined in the AmCham Energy White Paper 2026, while also exploring opportunities for structured and sustained institutional dialogue.
We would like to express our appreciation to all members who contributed their expertise and insights to the preparation of the AmCham Energy White Paper 2026.
