AmCham Public Procurement and EU Funding Advisory Committee Round Table
AmCham Bulgaria and the Public Procurement Agency discussed the opportunities of the future E-Public Procurement Platform
On April 25th, the American Chamber of Commerce in Bulgaria together with the Public Procurement Agency (PPA) organized a round table for discussing the digitalization of the public procurement processes in Bulgaria and in EU. The event was organized as part of the agenda of the Public Procurement and EU Funding Committee of the Chamber. It was attended by more than forty procurement professionals of the membership.
During the meeting was presented the approach, scope, and the functionality of the future e-Public Procurement Platform. The AmCham members received in-depth information from Ms. Ana Mitkova, Director, E-Procurement, Standardization, and Monitoring Directorate at the PPA. Currently the PPA team works on the details of the modules, and precising the functionality of the platform. The new system encompasses the full range of the procurement processes, as well as it will have connectivity with the already operational systems of the Ministry of Finance, and Ministry of Health.
The PPA representatives gave high evaluation of the cooperation with AmCham Bulgaria and the necessity of the dialog with the business in order to optimize the procurement processes.
During the round table Mr. Pavlin Stoyanoff, Managing Associate, Energy & Resources, Deloitte Legal Law Firm, presented comparative analysis and best practices in the implementation of the European Single Procurement Document (ESPD), preliminary market consultations and life-cycle costing criteria. Mr. Stoyanoff shared information of the way different Member States see the application of the ESPD, the benefits and the positive effect of its implementation, as well as the challenges which businesses face in managing the process, incl. lack of knowledge who signs the ESPD, etc. The analysis touched upon questions related with the in-advance market consultations, life-cycle cost of the procurement, as well as the future automation and digitalization of the public procurement.
The round table was moderated by Ms. Zlatina Ruseva-Savova, AmCham Bulgaria Board Member and co-chair of the Public Procurement and EU Funding Committee, and by Mr. Svetoslav Dimitrov, managing Partner, “Penkov, Markov and partners” Law Firm. In the end of the meeting Ms. Nadya Lazarova, Policy and Legislation Advisor at AmCham Bulgaria, wrapped-up and set the next steps in the process.
