Tax and Finance Working Group

Mission

The mission of the Tax and Finance Working Group is to promote a modern tax framework based on best international practices, facilitate the correct and transparent implementation of the tax legislative system, and enhance stability and predictability in the tax system to support the positive development and growth of the Bulgarian economy.

This organ was established and worked as a committee for long period of time. However, due to the need of non-regular activities and rather to follow the legislative and executive power changes of the Tax Laws, in the beginning of 2023 it was reorganized as a working group


Goals

  • Identify and promote changes in the Bulgarian tax legislation and administration with the aim of making it more predictable and competitive;
  • Assist membership in their efforts to bring about positive change in the tax framework;
  • Assist the membership in achieving a direct dialogue with decision makers;
  • Provide members with the opportunity to keep up-to-date with tax changes and key developments by organizing seminars, roundtables and other forums for exchange of best practices;
  • Build a sustainable community of financial professionals

Leadership

June 26, 2020
On June 26th, 2020, AmCham Bulgaria sent an official position with regard the recently voted amendments and supplements of the VAT Law. The letter was sent to the Parliament, the Council of Ministers (Prime Minister, Deputy Prime Minister Dontchev, Minister of Finance, Minister of Economy). On May 26th, 2020, the AmCham Digital Economy and Tax Committees held a joint webinar with guest speakers from Dobrev & Lyutskanov Law Firm and Ernst & Young Bulgaria.

2. Viktor Mitev, Associate Partner, Ernst & Young Bulgaria, and Milen Raikov, AmCham Tax Committee Chair and Partner at Ernst & Young Bulgaria, delivered a presentation with focus on:

  • Tax Incentives for IP
  • Transfers of IP from tax perspective
  • Tax aspects of Hard-to-value-intangibles (HTVI)

June 5, 2018
On June 5th, 2018, AmCham Tax and Finance Committee held a meeting with topic “Measures for combatting the shadow economy” and discussed topics for future meetings of the Tax Committee.
