Rule of Law and Legislative Reform Committee

Based on an in-depth analysis of the development of the Chamber and its effectiveness, following the Strategic Retreat (September 16-17th, 2021) the Board decided to enhance the work of the Committees. The opportunity for establishing new committees is being explored, industry-based or on a horizontal level as described above.

On October 13, 2021, the Board decided to form the Rule of Law and Legislative Reform Committee

Committee Activities

Since its establishment, the work of the RLLR Committee aimed to gather brains and thoughts in order to give solid content for the benefit of members and the business community. After several meetings and the deepening of the relationship with the Center for International Private Enterprise (CIPE) the shape of the Rule of Law Project emerged.

One of the work tracks of the committee included modernization of Commercial Law. A special task force was formed that included lawyers such as Angel Kalaydzhiev, Tanya Bouzeva, and Alexander Katzarsky. The other task force included Ass. Prof. Hristo Hristev, Sofia University, Andrey Yankulov, Anti-Corruption Fund, and Georgi Atanasov, who had to propose solutions on specific areas of rule of law such as penalty justice, administrative justice, and civic confiscation.

The committee worked on the concept of the future Rule of Law and the Business Environment Conference, which was scheduled for early 2023.

In the institutional area, on June 14, 2022, the RLLR Chair Omourtag Petkov, Partner, DGKV, and Petar T. Ivanov, AmCham CEO, had a meeting with Nadezhda Yordanova, Minister of Justice in the Coalition Government discussing the potential cooperation between the two institutions in the sphere of rule of law, business environment, and fair justice.

The RLLR Committee was established in November 2021.

At its first meeting, numerous issues were discussed, such as Anti-money laundering, predictability of the bank administration, prevention against prosecutors’ inactivity, practical advice to increase the capacity of the courts in Sofia, establishing of an expert council (working group) to cooperate in the redrafting of the current Commercial Law, etc.

The committee was chaired by Omourtag Petkov, AmCham Board Member and Partner at Djingov, Gouginski, Kyutchukov and Velichkov Law Firm (DGKV).
